How can I find out if I got a state tax refund last year or if I paid the state money?

Can the state take back child support owed to one, if one owes the state money?
My mother in law owes the state $3000 and was recently rewarded $15,000 in back child support. The state has decided to take all of that money, because of the $3000 owed to them. I'm just wondering if A) this is legal, and B) if she files a counter-suit is there a good chance of her winning?

Can state money be used to fund a candidate seeking election?
Does anyone know the constitutional legality of: a state offering money (money specifically set aside to aide a candidate if there exists an enormous disparity between two candidates available fundraising money) to a candidate that needs it? can the state do this if it passed such legislation, or is their a precedent that prevents such a situation?

Does container deposit cost a state a lot of money?
Michigan right now has container deposit (10 cents per can) and I was just wondering if that actually cost the state money because of the return centers and the reverse vending machines it has to supply or if it makes up for all the pollution it saves the state from cleaning up?

I owe the state money for taxes... about 368$ and I will be getting 490$ back from my federal.?
If I do not send in the money for my state taxes, will they just keep my federal check and pay off my state taxes. I would hate to have to send in money for my state if I really dont have to if they would just take the money from my federal. So if you know can you please help!

I have a friend that is in drug court and the state takes money out of his paycheck to pay for it. What is the name of that? Is it called the same thing when the government takes money out your check for alimony?

When will we get our tax rebate if we owe some money to the state?
I know how much we will be getting and that we had it direct deposited when we filed but still haven't received it and know it has to do with us owing the state some money. We have already passed the date when we were supposed to get it. Anyone have any ideas or know anything about this? Thanks.
